Article on ECtHR Judgments Enforcement in Russia

A group of three Russian authors, Maria Issaeva, Irina Sergeeva, and Maria Suchkova, has posted an article on SSRN on the enforcement of the judgment of the European Court of Human Rights. The article, which has appeared in SUR International Journal on Human Rights (Vol. 8, No. 15, p. 67, December 2011) is entitled 'Enforcement of the Judgments of the European Court of Human Rights in Russia: Recent Developments and Current Challenges'. This is the abstract:

Over the last few years, the issue of the execution of judgments from the European Court of Human Rights by Russia has gained pivotal importance, not only for Russia itself, but also for the whole European human rights system more generally. In this article, the authors analyse various challenges that Russia faces with regard to the execution of the Court’s judgments as they concern both individual and general measures, as well as the country’s achievements in this respect. In particular, the authors examine what has been described in the press as a skirmish between the Strasbourg Court and the Constitutional Court of Russia.

While doing my weekly browsing at Target's dollar bin, I came across a puzzle for $1 and suddenly had the idea to paint over it to make a brand new colorful kids puzzle to include in the package. This puzzle was super easy and would actually make a great project create with kids!

Alisa's Bio: Alisa Burke is a freelance painter and mixed media artist who studied fine art at Portland State University. With a background in painting and printmaking, a desire to explore and push materials, Alisa is always looking for new ways to break the rules and redefine art. Here's what Carina had to say about her tutorial: Maybe you remember I mentioned these in December? I thought I'd post the tutorial for them... before we get too far away from Christmas.. it's ok, isn't it? To talk about Christmas stuff in January? ;-)

In Denmark for Christmas these cones ('kræmmerhuse') are made to decorate the Christmas tree - or other places, but mostly the tree. They are traditionally hung on the tree and then filled with cookies or sweets.

They can be a bit fiddly to make at first, but I'm sure you'll soon get the hang of it! :-)

Have you ever had your kid come in crying because they have snow down their sleeves?  I definitely have, and since my oldest son C was about 3 years old, I’ve just added a longer section onto gloves he had from the store.  That way snow stays off their arms, and their arms have an extra layer for warmth!

Then I realized how easy it would be to just make the mitten portion as well.  I’ve actually had this idea on my list since I started my blog in January!  So after nearly a year, I finally got around to it!

Here's what Jessica had to say about her how-to: I had a couple little scraps left over from stiffened fabric projects, and after fiddling with them, I noticed they'd easily make tiny bows. Which I attached to paper clips because... I don't know why. These could work as bookmarks, on wedding invitations, Valentines, etc. Or attach the bows to hair clips for little girls or pencils for bridal shower games.

Names and CVs of Candidate Judges for Eight Countries

It will be a year of renewal for the Court. In the coming time, the Parliamentary Assemble will elect judges in respect of no less than eight different countries: Bosnia and Herzegovina, Croatia, the Czech Republic, the Netherlands, Poland, the Russian Federation, Sweden and the United Kingdom. The names and CVs of three candidates from each country are now public and available online on the Council of Europe's website. Strasbourg watchers will see that one of the UK's candidates is a very familiar figure: former registrar Paul Mahoney. The election of a new judge in respect of the UK will also mean that towards the end of the year the Court will select a successor to its current president Sir Nicolas Bratza.

Here's what Christie had to say about her tutorial:  This was post I wrote for Kate’s Ruffle Series a few weeks ago.  I know I’ve done a couple variations of bike baskets (check the tutorial archives), but I’m kind of in love with bike baskets.  I love how they are so convenient and practical, but can be totally cute at the same time.  But having recently stopped by Walmart and seeing the price tags of bike baskets, you could easily make your own for much cheaper!  This time I wanted to keep it really simple—a project that can easily be done in an hour or less.  And since ruffles are such a beautiful compliment to so many items, I thought a ruffle would be perfect to liven up this bike basket.

Here's what Jessica had to say about her tutorial: More fun with fabric stiffener. Here's how to make some easy fabric picture frames for your wall. Or cut out anything your heart desires: silhouettes of your family, animal shapes for the nursery, lettering, ornate designs, party decorations... the world is your oyster. Hey, maybe consider doing an oyster.

I'd heard of people ironing starched fabric to walls and wanted to try it out. Sure enough, I was able to stick my stiffened fabric to the wall with an iron and remove it without harming my paint job. This is super for renters, indecisive decorators, or easily bored people. Note that if your wall is really rough, you'll probably have a hard time making these stick. Also for what it's worth, my walls are painted with flat latex paint.

Here's what Carina had to say about her how-to: I meant to share this tutorial with you last year *ahem* and either forgot/got busy/or some other reason I can't remember now. I just came across the photos and thought it's now or never, because if I didn't do it now, the images might lay forgotten in their file for another year. Or more.

So. This is a way to 'transfer' a pattern to cloth when all you have is regular printer paper or similar and no fancy transfer tools or materials of any kind. Because it's not 100% ideal, but it will do in a pinch.

Alisa's Bio: Alisa Burke is a freelance painter and mixed media artist who studied fine art at Portland State University. With a background in painting and printmaking, a desire to explore and push materials, Alisa is always looking for new ways to break the rules and redefine art. She draws inspiration from street art, graffiti, art history and fashion and it is not uncommon to find her digging through the trash in hopes of recycling something unique use in her artwork.

Alisa’s paintings have been exhibited in a variety of galleries and her handmade, painted accessories are carried in a number of boutiques across the country. Her artwork has been featured in publications such as Cloth Paper Scissors, Quilting Arts, Where Women Create, Somerset Studios’ Haute Handbags, Art Doll Quarterly, and the University of San Diego Magazine. In addition to making art, Alisa teaches a variety of workshops nation wide. Alisa appeared as a guest artist on the DIY Network show Craft Lab and book Canvas Remix was released in spring 2008.

Here's what Kelly had to say about her tutorial: I like the idea of shopping for art. But finding art for a specific spot in a home is hard, isn't it? I want something that is the right size, incorporates the right colours and is affordable. Oh, and I want it to make my heart sing, if that's not too much trouble. 

So basically all my art shopping expeditions end up one of two ways:

a) I come home empty handed and disappointed. 

or

b) I come home with a mirror.

So when the local shops left me disappointed and toting a new mirror once again, I decided to make my own wall art for my master bedroom. 

I am very pleased with the results, and the price tag!

We met at Liberty Station; n San Diego and visited Visions Art Museum, took lots of photos, ate a fabulous lunch and exchanged materials to create with. I gave Jane a bag full of painted canvas scraps and Jane gave me a whole bunch of denim and ribbon scraps. I knew right away I would put these scraps to use for a holiday gift tutorial- a set of fiber coasters.

Sejdic and Finci - Lack of Bosnian Progress

The Grand Chamber judgment of 2009 in the case of Sejdic and Finci has still not been implemented. In the judgment, on which I reported here, the Court found that the rights of two persons, of Roma and Jewish origin respectively, had been violated by discriminatory electoral provisions in the constitution of Bosnia and Herzegovina - which is itself part and parcel of the 1995 Dayton Peace Agreement. Since changing the constitution has proven to be so extremely difficult in the Bosnian political climate, European institutions - with initiatives stemming from both the Council of Europe and the European Union - have tried to induce the necessary changes. For an overview of such activities, see here. Recently, the British chairmanship if the Committee of Ministers, issued a declaration, in which it made another effort to secure a quick solution (with somewhat of a weak deadline):

"I regret that the Joint Interim Commission of the BiH Parliament has not yet made sufficient progress towards full implementation of this judgement. As the European Council of the European Union made clear in March last year, until a credible effort is made to accomplish this, the European Union will be unable to bring into force its Stabilisation and Association Agreement with Bosnia and Herzegovina.


I therefore hope to see significant and tangible progress towards full implementation by June, when the next Human Rights meeting of the Committee of Ministers will be held. I call on Bosnia and Herzegovina's political leaders to make a determined effort to bring their longstanding discussion on this issue to an early conclusion, in line with the ECHR's judgement."

The statement seems to have been prompted by reports that leaders of Bosnia's main parties would try to solve the issue, also with a view to applying for EU membership in June. Here's what Jessica had to say about her tutorial:  If your apartment needs some decorating, you can't draw, and you're broke, consider chopping up paint chips. (Yep, I'm still on the paint chip kick.) These are Glidden swatches from Home Depot made into a simple triangle pattern. I put it inside a mat and frame I already had, and it looks fairly respectable. Put anything inside a mat and frame and it will look respectable. Heck, you could frame a crumpled-up Kleenex and somebody will assume it's a very special piece of modern art.

This is a very handy thing to know how to make. Not just for granny triangles! Why is it handy? Because it can make centres of your work look a lot better. You're basically crocheting over an adjustable ring which you can pull tight. By the way, this is the yarn I use.

I really like this bag pattern because this bag, measuring approximately 9"(width) x 7 1/2"(hight w/o handles) x 5 1/2" (depth), can be used not only for bento boxes of any kind but also for carrying little crafty projects like yarn + needles. It has a cover inside that can give nice privacy for whatever in there and the cover can also prevent it from getting dusty in a windy day. It is much sturdier and larger than the fabric basket, so if you found that your fabric basket was too small or too floppy as a gift bag, this might be a good alternative..?!

Some Progress on EU Accession to the ECHR

It seems that after months of internal talks within the EU some form of consensus has been reached on a common position which will finally allow negotiations with the non-EU ECHR state parties to resume. This is the conclusion of Stian Øby Johansen of the University of Oslo over at Multirights Blog, on the basis of a recent EU press release. His analysis (The EU's accession to the ECHR: negotiations to resume after 7 -month hiatus) gives a succinct and clear overview of the latest developments and challenges ahead. As he argues, "Though important steps remain before the EU can call itself a party to the ECHR, the major political decisions have already been taken. It is difficult to imagine a total breakdown of the accession process or substantial changes in the core elements of the Accession Agreement. However, the final leg may take a considerable amount of time."

Here's what Christie had to say about her tutorial: In case you missed me on my friend Sabra's blog Sew a Straight Line, I was a guest blogger a while back and did a tutorial on how to make a wetbag.


I like wetbags because you can use them for more than just cloth diapering.  Take them to the pool for wet clothing and towels.  Maybe you have a little one who is potty training.  This would be a handy thing to have in the diaper bag for any accidents.  Much cuter than a plastic grocery bag, don’t you think?  This wetbag ends up being 9” x 12” and will fit about 3 large cloth diapers, but you can certainly adjust the sizes to make a larger bag.

Here's what Christie had to say about her tutorial:  First off, let’s just get it out of the way and mention that yes, the paint totally spread on the names.  Super bummed about that, but it was really late and although I pressed down the vinyl hard enough, I applied too much paint and it made the vinyl bubble.  My paint was way thin, so I don’t think that helped, either.  So yah, the names look crappy.  Someday I’ll make more and post better pictures of the finished product.  The first one I made looked much better, but I gifted it before taking pictures.  Such is life!

Anyways, excuses, excuses, right?  Sorry.  Moving right along.  You just need paint, a glue gun, about a 2” x 40” strip of knit (or other fabric—I chose knit so it won’t fray), and a canvas tote bag.  That three pack there is about $6.00 at my Walmart.

Alisa's Bio: Alisa Burke is a freelance painter and mixed media artist who studied fine art at Portland State University. With a background in painting and printmaking, a desire to explore and push materials, Alisa is always looking for new ways to break the rules and redefine art. She draws inspiration from street art, graffiti, art history and fashion and it is not uncommon to find her digging through the trash in hopes of recycling something unique use in her artwork.

Alisa’s paintings have been exhibited in a variety of galleries and her handmade, painted accessories are carried in a number of boutiques across the country. Her artwork has been featured in publications such as Cloth Paper Scissors, Quilting Arts, Where Women Create, Somerset Studios’ Haute Handbags, Art Doll Quarterly, and the University of San Diego Magazine. In addition to making art, Alisa teaches a variety of workshops nation wide. Alisa appeared as a guest artist on the DIY Network show Craft Lab and book Canvas Remix was released in spring 2008.

A Cheerful Wreath From Cupcake Liners Free Tutorial by Kelly Oribine of The Complete Guide To Imperfect Homemaking

I just LOVE making wreaths of all shapes, sizes, and materials and love changing mine our with the seasons.    So when I found a Kelly Orbine's tutorial showing you how to make a cheerful wreath out of cupcake liners I was thrilled.  It's so bright and cheery and perfect for spring or summer.
